NOTES:

This position serves as a Program Analyst in the Development Division within the Department of Compact Development (CD).

This is a career ladder position. The incumbent may be promoted up to the Senior Program Officer, MC-301-04, without further competition. MCC is not making a commitment and is not obligated to provide future promotions to you if you are selected. Future promotions will be dependent on your ability to perform the duties at the higher pay band and the continuing need for an employee assigned to the higher pay band.

Employment is contingent upon satisfactory completion of a background investigation, granting of a federal security clearance, and ability to pass a drug test.

Overnight travel may be as high as 15% of the time.

DUTIES:

The Program Analyst is responsible for supporting the MCC proposal development team (“Transaction Team”) throughout the Compact development process. The incumbent performs a variety of assignments but has key responsibility for assisting the Program Officer in team coordination and providing administrative support as needed. Responsibilities include, but are not limited to, the following:

- Participation in the development of Compacts by assisting the MCC Transaction Team to process and prepare documents, and communicate with and transmit information to the government counterpart agency. Additionally, assisting with activities related to coordinating activities of Transaction Team members, as well as MCC’s relationship with the government counterpart agency, other U.S. agencies, donors, civil society, and private sector. The incumbent provides transaction, administrative, and logistics support to advance project development.

-Preparing background, briefing material and operational documents for country team use at meetings, external events

- Provide unofficial Portuguese-English and English-Portuguese translation of documents if applicable to the position

- Understand MCC’s policies for Compact development and provide guidance to team members as applicable

- Track monthly reporting on all facets of Compact development, for both internal and external audiences

- Schedule meetings and arrange travel logistics for MCC employees traveling overseas

- Maintain electronic and hard-copy filing systems

-Performs other duties as assigned by the Program Officer, Transaction Team Leader, Country Director, Managing Director, and/or resident mission staff.

In direct support of MCC’s overall mission, this position is involved in all aspects of executive level support, staff coordination and office management in the Department of Compact Implementation. The incumbent will take on special duties and assignments at the direction of the Managing Director. The incumbent may also be requested to take on assignments at the direction of the Senior Executive Assistant for the Division. In addition, as a means of balancing work loads across the Department, the incumbent (and others in comparable positions in the Department), may from time to time be requested to contribute to special assignments.

The incumbent will provide administrative support, as assigned by the Managing Director of the department, to include but not limited to, managing an electronic calendar using Microsoft Outlook; serving as attendance and timekeeper for the department; making domestic and international travel arrangements for various levels of department staff using E-travel software, preparing PowerPoint presentations; preparing Excel spreadsheets for assisting with budgeting matters and other data input, photocopying, organizing and preparing files; assisting with production of materials for MCC compacts and various other documents and reports; performing other duties as assigned by the Managing Director. Incumbent will provide support as needed for transcribing minutes for meetings; serves as records manager, coordinating and managing internal documents and files and monitoring MCC's records management initiative for the division; Interacts with members of the staff, organization, and individuals outside of the corporation ranging from other government agencies, U.S. and Foreign Dignitaries, to the general public. Receives phone calls and visitors and refers them to an appropriate individual. Serves as the office liaison for groups associated with the organization (including overseas offices); creates, revises and maintains various automated systems to track reports; monitors expenditures of the assigned office; and prepares summaries and reports for management on possible over expenditures.

Conducts extensive research and compilation of data from diverse sources; extracts and assembles information, conducts analysis and develop reports or presentations; and uses standard approaches to perform a variety of duties related to special projects involving administrative or program issues.

Serves as point of contact regarding drafting, clearing and finalizing internal administrative procedures and delegations of authority; participates in review and analysis of the effectiveness of operating procedures, work flow, inter-functional coordination and organization through personal observation, conferences and status reports; screens inquiries submitted, personally assuming responsibility for answering non-technical inquiries or securing the desired information when appropriate, and referring other matters to appropriate personnel or obtaining the requested data from other departments.

A commitment of 16-32 regularly scheduled hours per week during the academic year, and a commitment of 20-40 regularly scheduled hours per week during the summer is desirable. Under the Millennium Challenge Corporation (MCC) Student Internship Program, the intern receives work experience that is related to his or her educational program and career goals. Interns will acquire and increase their knowledge, skills, and abilities in performing work in a field of study. During the internship session, interns will accomplish assignments with increasing independence and be responsible for working with their Staff Mentors to produce quality deliverables related to MCC's mission. Interns may also be involved on cross-division special projects.
