I.M. Systems Group, Inc. (IMSG, http://www.imsg.com) is seeking a Marine Policy Analyst (MPA) to support the NOAA National Marine Fisheries Service, Southwest Region located in Arcata, California. The MPA will independently produce draft documents to satisfy Endangered Species Act (ESA), National Environmental Policy Act (NEPA) and Regulatory Flexibility Act (RFA) statutory requirements involving listing decisions, ESA 4(d) protective regulations, and critical habitat designation for the eulachon. The MPA will compile and synthesize information for possible incorporation into ESA Status Reviews and Environmental Assessments (EA) under NEPA that examine the potential impacts on the environment and humans of a variety of protective regulations that may be put in place for the eulachon. The MPA will also prepare draft documents supporting the evaluation, and implementation of new or revised regulations, listing and critical habitat determinations, rulemaking, and ESA 7(a)(2)consultations related to eulachon, as well as listed salmonid species.
Duties:
· Coordinate with stakeholders to devise a proposed and final plan for implementing protective regulations for eulachon under Section 4(d) of the ESA.
· Develop written draft status reviews and EAs under NEPA.
· Participate in workshops with the public to discuss proposed protective regulations and critical habitat designations for eulachon.
· Organize public hearings to collect public comments regarding any proposed listing, critical habitat designation, and protective regulations for eulachon.
· Develop written environmental and procedural draft documents including: draft sections of Federal Register Notices, draft transmittal memos, draft outreach materials, and drafts of other written documents as needed.
· Develop draft ESA section 7 (a)(2) formal and informal consultation documents.
· Collect, scan, and organize documents for agency administrative records.
· Provide a monthly progress report summarizing status of tasks (due by the 5th work day following the end of the month).
· Attend Biological Review Team meetings in order to obtain initial eulachon background and status information.
Qualifications:
· Bachelors Degree and one year of experience in fisheries, biological sciences, or natural resource management. A Masters Degree may be substituted for the one year experience.
· Proven experience developing ESA section 7(a)(2) consultation documents (i.e., biological opinion and letter of concurrence), or experience evaluating impacts on salmonid species from land management activities.
· Proficiency in using word-processing programs to develop written documents.
· Proficiency in compiling and reporting (verbally and in writing) technical and scientific information.
· Demonstration of positive contribution to a team working environment.
